Yes Chef has four levels. A level decides, for each permission, whether a person can have it at all and whether it starts switched on. The same rules apply on the web and on the iPhone.
The four levels
Admin: runs the whole business: every location, pay, settings and who can do what.
Location Manager: runs their locations: the rota, the team, pay and checks.
Supervisor: runs the shift: the rota, requests, clock-ins and the day’s checks.
Employee: their own shifts, requests, checks and training.
Whatever their level, everyone can see their own shifts, ask for time off, do the checks given to them, read their inbox and edit their own profile. Those need no permission and are not in the table.
How to read the table
On The level starts with it. An Admin can switch it off for one person.
Can be given The level starts without it. An Admin can switch it on for one person.
On a phone, slide each table sideways to see all four levels.

Three things the table does not show
Where it applies. A Location Manager’s or Supervisor’s permissions apply only at the locations they work at. An Admin’s apply at every location while “Access all locations” is on. See Why someone cannot see a location.
“Needs”. A permission that needs another is off whenever the other is off, whatever its own switch says.
Parts of the app. A permission that belongs to a part a location has switched off, such as Checks, does nothing at that location.
